      The U.S. Army Corps of Engineers is proposing a 15-foot-high berm in Joe Palaia Park to contain flooding from Poplar Brook.       Mr. Juliano, 85, of Ocean Township, died Jan. 4, 2010, at home. He was a self-employed mason. He also enjoyed cooking, and was featured in Rachel Ray’s 2008 Christmas magazine.
