Mr. Finnegan, 81, of the Belford section of Middletown, died June 30, 2009, at Riverview Medical Center, Red Bank. He was a land surveyor and planner with his father, J. Craig Finnegan, until his father's death in 1960, and owned his surveying business, Thomas A. Finnegan Land Surveyor and Planner, the next 45 years. He was predeceased by a son, David L.
